i have visited 20 different countries, 30 cities, and spoken to the chief justice of the countries i have visited. that includes the chief justice of the supreme court of russia, where we had a long conversation one-on-one talking about issues like this. i tell you what happens in other countries and what they are doing. in russia, for example, you have 200,000 jurors. you don't even have to go to high school. you have no attorney-client privilege. you go to court. they only have 35,000 average cats. -- advocates. they handle the most difficult cases. we were talking about how to professionalize, if you will, the legal profession. the aba was formed 133 years ago only for two purposes. one, to create a code of ethics for all lawyers. the second one is to increase the quality of legal education. that is still our fundamental mission. so, one suggestion i made at that time to the chief justice is you have got to give lawyers a monopoly. the only way -- this sounds self-serving, and it is not -- the only way to professionalize it is to have a group of people that have a monopoly so that

a lot of times cities don't understand how deep the issue goes. i have had my card handed out, this is my phone number. i have absolutely no problem with people calling me any time to discuss graffiti issues, graffiti cases, any of that stuff, i am always available. that's why i put my card out there. so first off, before we get into the graffiti part we have to talk about the person whos going to be dealing with graffiti when he goes to court. personnel and training are the two keys to success in any detail, we're going to talk specifically about graffiti but in any assignment as a police officer. when we hire on a police officer we look for 3 things besides integrity, we look for the ability to do the job, the desire to do the job and the interest. if you are missing any of those 3 things eventually the officer will not be successful. when i was in personnel we were only hiring about 1 out of every 100 people who applied to the city. so you can see it's a very stringent requirement when you are looking for people to do what you want to have done

friday night the main time frame and saturday morning, blizzard conditions from new york city north, philadelphia will be a tough call, looks like wet snow there, maybe a half foot or more and for us we will be on the cutoff but it does appear we could get some snow. we won't get the snow totals up in boston and massachusetts, they are 20 inches plus. philadelphia could get a ten inch storm. here not so much. for northeast maryland if you are watching cecil, across through northern hartford, those areas could get that two to three inch range north and east of baltimore. for baltimore maybe, may a one inch plus range early into the morning of saturday and keep in mind this cutoff is sharp. right on the state line. it's possible it could be further south. we could see that band shift north and we could get just a coating to an inch around here. it could swing either way. we will have more as the night wears on and tomorrow morning. tonight 34, tomorrow we are talking about heavy rain. windy conditions, tomorrow night things change back over to snow and we could see the accumulations, e
